Apparently it was 20% in 1983; it's only been going down since then. I imagine that's a significant part of why wages became stagnant, because unions lost crucial bargaining power, lost members because of that, and it became a vicious spiral from there.
I wonder how the current percentage of union membership compares to past decades, when wages were more in line with the cost of living.
